    Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

    Experience Qualifications: Five years experience with applied analysis and evaluation required. Experience in educational administration, program evaluation, curriculum, working with diverse student populations, and supervision with instructional leadership responsibilities preferred.


    Skills Qualifications: Ability to effectively design, implement, interpret, and communicate evaluations of programs, interventions, and practices; Strong knowledge of program evaluation relevant educational and/or social science research and research methods; ability to provide leadership and supervision for the collaborative achievement of desired goals; effective personal and interpersonal communication skills; ability to prioritize projects, manage time effectively, and assume initiative to accomplish tasks and organizational goals; leadership and supervisory skills; ability to critically analyze a problem, obtain pertinent data to assess the problem, apply appropriate statistical techniques to analyze the data, and report results and conclusions in a timely and meaningful manner to a variety of audiences; ability to use one or more statistical software programs to analyze data and present results related to research and educational improvement; and ability to work across functional boundaries and interact with employees at all levels of the organization.

    Primary Responsibilities: In collaboration with the Director of Research, assist the Executive Director of Research and Evaluation with district evaluation and application initiatives and with the leadership of the Research and Evaluation Department for the advancement of the organization and for the achievement of the system's mission and strategic goals.

    1.        Direct and design the development of high-quality evaluations.
    a.        Understand the needs and expectations of the stakeholders.
    b.        Envision a format for presenting the results of evaluations of programs, interventions, and practices.
    c.        Confirm the evaluation and reporting design and application plan with the stakeholders.
    d.        Anticipate a time and method for reporting the information.
    e.        Plan and implement a strategy for accessing and analyzing the data and for displaying and understanding the results.
    f.        Deliver information to the stakeholders.
    g.        Verify stakeholders’ receipt of information.
    h.        Obtain feedback from stakeholders on adequacy and timeliness of information.
    i.        Estimate the impact and value of the information on achieving the mission.

    j.        Ensure feedback on projects and applications informs future and ongoing work.

    2.        Support the development and implementation of the Results-Based Evaluation System.
    a.        Participate in activities of the RBES Advisory Team.
    b.        Co-facilitate the production of the various annual components of the RBES, including the Weighted School Assessment and School Accountability Reports.
    c.        Maintain current and historical RBES reports and related information on the RBES Notebooks database.

    3.        Lead the review of research, evaluation, and grant proposals.
    a.        Lead the periodic review of proposals at GCPS.

    b.        Serve on the Institutional Review Board.
    c.        Facilitate meetings of the Internal Review Board and lead recommendations for approval, denial, and limitations.
    d.        Assist in monitoring the implementation of research, evaluation, and grants at GCPS.
    e.        Lead the implementation, monitoring, and management of the GCPS Grants Database in accordance with the GCPS Grants Protocol.

    4.        Collaborate with the Information Management and Technology Division to  source data and develop data sources and metadata resources  related to evaluation projects and reports.
    a.        Identify one or more sources for the data.
    b.        Define or interpret the nature and relationships among data elements.
    c.        Build or specify a data collection or importing system and collect or extract the data.
    d.        Recognize and define the need for better or increased continuity of information access.
    e.        Seek new or more accurate and timely sourcing formats and opportunities.
    f.        Record, share, and improve sourcing delays or other obstacles.

    5.        Direct the validation of data on assigned projects.
    a.        Assess the authenticity and reliability of the data source.
    b.        Proof manual data transcription, or automated extraction, transformation, and loading results.
    c.        Compare the data record counts, individual datum characteristics, and summary descriptives to expected values.
    d.        Examine the volume and nature of missing data.
    e.        Estimate data accuracy with internal and external reference points.
    f.        Communicate and resolve errors or discrepancies.
    g.        Maintain the confidentiality of protected data and information and collaborate in promoting principles and processes for data security.

    6.        Direct the analysis of data and analyze data.
    a.        Import, transform, code, reshape, merge, and select the pertinent data.
    b.        Summarize, compute, analyze, and graph the data, including the use of appropriate descriptive and inferential statistical procedures.
    c.        Produce meaningful representations of the data in verbal, tabular, and graphical formats.

    7.        Direct the process for the verification of information resulting from analyses.
    a.        Compare a sample of results to source data.
    b.        Compare descriptives of results from those of earlier time periods.
    c.        Compare the results among demographic subsets of the information.
    d.        Compare a sample of results to those of other agencies' or organizations' reports.
    e.        Revise or adjust procedures or reports as needed.

    8.        Direct the consultation and collaboration with various audiences concerning projects and reports.
    a.        Advise school and district-level staff regarding scientific research methodology, evaluation methods, measurement, inferential logic, and statistical procedures.
    b.        Provide content knowledge gained from prior training, experience, literature reviews, evaluation studies, and research studies.
    c.        Provide informative evaluation findings to district and school leaders that will assist in policy and decision-making.

    d.        Engage as an actively contributing member of committees, teams, and task groups.
    e.        Serve as a facilitator or leader of groups to achieve organizational objectives.

    9.        Design and direct the development and delivery of training for various audiences about evaluation methods and best practices.
    a.        Present information and guidance about evaluation methods, data collection, analysis, interpretive processes.

    b.        Explain technical aspects of the Results-Based Evaluation System (RBES), evaluation projects, and related investigations.

    10.        Evaluate research, projects, and reports, and recommend adjustments in practices to improve processes and products, especially in the area of evaluation.

    11.       Promote the improvement of individual job skills and organizational advancement.
    a.        Pursue opportunities to advance personal job skills and competencies through formal and informal learning.
    b.        Contribute to the development of the organization's capacity to learn and improve through training and systems development.

    12.      Perform other duties as assigned.  


    Physical Demands:
    While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch.
